I think it's a fanfic a very well drawn fanfic but nothing to do with anything.

It's out of sync for one and Akatsuki are all alive n kicking which really isn't the case anymore!

A revelation on Tobi would indicate a switch of focus or a long boring explanation in the next chapter. My votes on long explanation of how Kakashi can hit Tobi now.
