The problem why they didn't appoint him as Hokage cause he was a militarist, and the way he thinks may have turned Konoha the same way as Kiri (Bloody Mist) we will end up with the Bloody Leaf that's why he was kept aside, same goes for Orochimaru but in his situation he always wanted to create new S Rank techniques witch was band by the village constitution.
